Outputs, Outcomes and Impacts: Does it All Add Up?

In this age of accountability, transparency and value for money we are all used to the long list of outputs and targets that are associated with all public sector expenditure.  Nowhere is this perhaps more evident than with respect to activities supported by Regional Development Agencies where output reporting has been taken to a new level despite efforts to simplify the output frameworks.  At the same time RDA's are becoming ever more aware of the need to consider outcomes and impacts and of the long term nature of the economic development and change they are trying to facilitate in their regions - and perhaps more importantly that simply counting the outputs will not be sufficient, nor will it deliver the objectives of their Regional Economic Strategies.  This presentation will explore some of the inherent difficulties of balancing the need to 'count the beans' while at the same time focus on achieving longer-term strategic objectives and will discuss the emerging interest in building evaluation frameworks for RDA activity.
